The common misperception is that the president can only pardon someone who has been convicted, or at least charged, with a crime.
But that’s not true.
The president can pardon anyone, anytime, anywhere, for anything except actual impeachment.
Other than that, the Supreme Court ruled in 1866 that the “power thus conferred is unlimited” and “extends to every offence known to the law, and may be exercised at any time after its commission, either before legal proceedings are taken, or during their pendency, or after conviction and judgment.”
Think Congress can step in? Think again – because the Court ruled on that, too:
“This power of the President is not subject to legislative control,” the landmark Ex parte Garland decision reads. “Congress can neither limit the effect of his pardon, nor exclude from its exercise any class of offenders.”
Yes, Obama can cut the entire Department of Justice – including the FBI – as well as all of Congress completely out of the picture with one stroke of his pen.

“A pardon would be a final display of Obama’s moral superiority to the woman he defeated long ago,” conservative columnist and Washington Free Beacon editor Matthew Continetti wrote in August 2015. “Exactly the sort of self-righteous gesture that most appeals to him.”
Continetti even suggested Obama get it over with and pardon Clinton back then.
“If not, if you let the investigation proceed, then you may have no choice but to pardon her later,” he wrote.
Indeed, it looks like that’s exactly where this is heading… and Trump saw this one coming a mile away.
More than one month ago – long BEFORE the FBI reopened its examination – he called on President Obama to vow not to pardon Clinton.
Other GOP lawmakers and hopefuls have made similar demands, and Drew Ferguson – a Republican candidate for the House of Representatives in Georgia – even launched a petition urging Obama to refuse to pardon Clinton.
“Hillary Clinton should be treated the same as you or I would be – if we were under investigation by the FBI,” Ferguson said, according to the Atlanta Journal Constitution.
The response from the White House was exactly what you’d expect.

Google “presidential pardon limitations,” and you’ll find that any president can pardon anyone of any crime(as long as it’s federal), from the date the crime was committed. SCOTUS has ruled on this issue, several times.

Not entirely true, as the Supreme court CAN.. invalidate a law based in opinion, the Supreme court CAN.. change the laws validity. The self/conscience justification for invalidating challenges is almost always based in that the law has already existed and a number of ‘people’ already depend on the law as ‘seen’/interpreted and to change the interpretation would be ‘unfair’.. and the purpose of the court is to not be “UNFAIR”>

A pardon will be seen as an admission of guilt. The charges that are being made now are tempered by the fact they might have to be proven in court of law. If Hillary is pardoned all restrictions would disappear. People could allege a variety of things knowing they would never have to stand the muster of the legal community.
Unless President Obama pardons Hillary for everything she has ever done some enterprising person could find a way around the pardon. For example, Hillary might not be able to be prosecuted for destroying government records, but she or her underlings could conceivably be charged for mishandling government records. Unless Obama pardoned all of her cronies, people could go after the criminal actions of some of her colleagues in hopes of proving her guilty by proxy in the eyes of the American people.
President Obama is corrupt, incompetent and lawless. His reign of error will soon be over. Hopefully the voters will be smart enough to send Hillary rotten Clinton into retirement on election day.
But if they found her guilty of being an accessory before and/or after the fact, she would already have a pardon in place to cover the crimes.

First Grandma Marian Robinson, 79, will receive a lifetime $160K government pension when she leaves the White House next year, according to congressional budget statements.
According to documents obtained through the Freedom of Information Act (FOIA), Mrs. Robinson earned the lifetime pension for “services rendered as full-time/in-home caregiver” for granddaughters Malia, 18, and Sasha, 15, during President Obama’s two terms in office.
In January of 2009, it was reported that Mrs. Robinson was living in the White House full-time to tend to her granddaughters. She was the first live-in grandmother at the White House since Elivera M. Doud, the mother of Mamie Eisenhower, during the Eisenhower Administration.
Critics say Mrs. Robinson should not profit from something as simple as taking care of family. With the chance that Obama might (?) be complicit to conspiracy in several of the alleged charges, just makes the process a bit more lengthy; meaning Congress would have to act fast to impeach him, a congressional trial, find guilty, to remove him from office, then charge him in the complicity of several Clinton illegal actions.
