As polls show Joe Biden trailing President Donald Trump in most swing states, the Democrats have pulled out the stops for the 2024 election.
Finally, Republicans are fighting back with a new bill to make sure U.S. citizens decide U.S. elections.
It’s true that federal law (18 USC § 611) already makes it illegal for a non-citizen to vote in federal elections—but there’s a loophole…and it was signed by former President Bill Clinton.
The 1993 National Voter Registration Act (NVRA), commonly called the “motor voter” law, and it requires states to register anyone who comes in to sign up for a driver’s license or other government benefits.
It asks would-be voters if they’re legal U.S. citizens… but that’s all it does. It does not require them to show a single piece of evidence proving they’re even in this country legally.
A 2013 court case actually held that the NVRA bans state officials from requiring proof of citizenship before registering someone to vote.
The Horn News has previously told you about efforts to get illegal immigrants to vote—and records proving they have done so in the past.
That’s why Republicans have thrown their support behind the Safeguard American Voter Eligibility (SAVE) Act from Sen. Mike Lee, R-Utah, and Rep. Chip Roy, R-Texas.
It requires proof someone registering to vote has the right to cast that vote in a national election.
Congressman Roy said his bill only includes provisions that are “supported by the vast majority of the American people: that only citizens of the United States should vote, that we should have documentary proof, that we should have a system to guarantee that only citizens of the United States vote in federal elections.”
“Without the SAVE Act, we’re asking people who are already breaking the law by coming illegally to abide by the honor system,” he explained.
The bill is endorsed by the America First Policy Institute and conservative groups including Eagle Forum, Jenny Beth Martin of Tea Party Patriots, and the State Freedom Caucus Network, among others.

Senator Lee said, “It’s legislation that really ought to pass unanimously in both houses of Congress because the only reason to oppose this—that I can think of—would be if you are comfortable with or somehow want noncitizens to vote.”
That may be exactly what the Democratic Party wants to supercharge.
The number of border crossings on the Biden administration’s watch has hit an unprecedented high of an estimated 10 million people. The U.S. Census counted an incredible 19 million non-citizens living in the United States in 2022.
Even “if only one out of 100 voted, they would cast hundreds of thousands of votes,” said Speaker of the House Mike Johnson, R-La.
But it’s not one in 100—it’s several times that high, a recent expert analysis found.
Because America’s borders are wide open and Democrats want to turn noncitizens into voters, Congress must act to protect our federal elections.

According to a new study from Just the Facts, “10% to 27% of non-citizen adults in the U.S. are now illegally registered to vote,” meaning that “about two million to five million (foreigners) are illegally registered to vote. These figures are potentially high enough to overturn the will of the American people in major elections, including congressional seats and the presidency.”
It cited a study that “yielded a best estimate that 6.4% of non-citizens voted in 2008.”
Even Joe Biden seemed to admit the game recently, when he referred to illegal aliens as “Hispanic voters.”
Comparing today to the 1840s exodus from Ireland, Biden said, “It’s even a bigger influx now in terms of Hispanic voters! Err, Hispanic citizens—who want to become citizens.”

But it doesn’t take an entire exodus. “One vote makes a difference,” said J. Christian Adams, a voter fraud expert and president of the Public Interest Legal Foundation (PILF). “Ties happen.”
In 2023—an off-year between congressional midterms and the presidential race—33 elections were tied or decided by one vote…and four were overturned due to election fraud, according to the Public Interest Legal Foundation. 26 races were tied, seven were decided by a single vote.
“Illegal votes, mistakes, and errors shouldn’t determine the winner of an election,” said Adams.
Imagine how many more races could be affected in 2024, a presidential election year with one-third of the Senate, all of the House of Representatives, and 11 governors up for election.
To make matters worse, “Pennsylvania led the country with seven tied elections,” according to PILF.
Pennsylvania has emerged as a key swing state after backing Trump in 2016, then swinging behind Biden in 2020.
Imagine how enticing it must be for non-citizens to have a hand in choosing the leader of the world’s greatest superpower.
Imagine how close some of those elections will be.
Then imagine an illegal alien tips the balance in one of those races.
That’s the future we need to avoid with the SAVE Act.
