It was a statement long dismissed by liberal activists and mocked by his opponents.
But billionaire Donald Trump remained unapologetic that, as president, he would force Mexico to pay for a 1,000-mile wall to defend against illegal immigration
On Tuesday, Trump revealed his financial plan — and even some of his fiercest critics seem impressed.
According to a memo released by his campaign, Trump would force Mexico to pay for a border wall by threatening to cut off billions of dollars in remittances sent by immigrants living in the U.S.
This is basically the money illegal immigrants send home to their families in Mexico.
In his proposal, Trump threatened to change a rule under the USA Patriot Act, an anti-terrorism law, to cut off funds sent to Mexico through money transfers known as remittances. Trump said he would withdraw the threat if Mexico makes “a one-time payment of $5-10 billion” to finance the wall.”
The U.S. is home to about 12 million Mexicans, some living here illegally, according to various research organizations that monitor trends in immigration. They and other migrants use money transfer agents or banks to send money home, often with the objective of supporting their families.
The Mexican central bank reported that money sent home by Mexicans overseas hit nearly $24.8 billion last year, overtaking oil revenues for the first time as a source of foreign income. Cutting off those transfers would therefore represent a significant blow to the Mexican economy. Trump’s campaign says that money “provides substantial leverage for the United States to obtain from Mexico the funds necessary to pay for a border wall.”
“We have the moral high ground here, and all the leverage,” the memo reads. “It is time we use it in order to Make America Great Again.”
The release of the memo was first reported by The Washington Post early Tuesday.
This is not the first time that Trump has spelled out options for pressuring Mexico into paying for his signature policy proposal.
In an immigration overhaul plan released in August, Trump’s campaign suggested a number of options for compelling Mexico to pay for the wall. Those included impounding “all remittance payments derived from illegal wages,” increasing fees on temporary visas issued to Mexican CEOs and diplomats — “and if necessary cancel them” — increasing fees on border crossing cards, increasing fees on NAFTA worker visas from Mexico, and increasing fees at ports of entry between the two countries.
“Tariffs and foreign aid cuts are also options,” the immigration paper stated.
The billionaire businessman has estimated his proposed wall would cost between $10 billion and $12 billion, and has argued that it would protect the country from illegal border crossings as well as halting drug shipments.

Who has really really tried to close our borders? I know it has been funded for years so where has the money gone? I live in Texas and my son is in the US Air Force and was deployed to the Border. Our border consists of fencing that ramps are put up on them and trucks drive over them & there are tunnels. I will have to agree to disagree with you on Trump because I believe he knows what he’s talking about when building a wall. He builds things for a living. He talks about how deep it will be how wide it will be and how high it will be and as far as those who are guarding the wall my suggestion is to put some of our best and brightest men and women who are homeless but who are outstanding veterans, to work. I’m sure they will need some re-training and they will have to decipher which ones would be best for that job as they already are well trained. which leads to another problem of taking care of the Fraud and Abuse at the VA hospitals. I don’t agree with everything Trump says but on the things that I do agree such as border and immigration I believe strongly. I have a Bachelor of Science in education and taught High School. I raised three children 2 of them served. As I stated before my son is in the Air Force my daughter was US Army deployed to Iraq for 15 months survived two IEDs and received a traumatic brain injury which was not diagnosed for four years and never treated. I was in the Navy in San Diego in 57 and we had a pretty good relationship with Tijuana because when an infraction occurred a little money changed hands and our Sailors & Marines were home the next day. Fast forward to 2015 and the saga of Sgt Tamarisi being detained for months and became a cause celeb and I’m sure some lagniappe was involved in getting him home. Our present occupant of the Peoples House can spend that money and usually in all the wrong places.

Since I lived there for years, there are only a few real Spaniards and they are not the ones running the country! That left long ago. What you have are mestizos who are money hungry corrupt nobodies and who use force and weapons to control anyone entering without permits (I had to have a certain amount of money in the bank to prove I would not be on their dole, which, by the way only the elitists and some of us good get to) and two permits, one for residence and the other for work, and they could trace me every minute of every day at home or at work. They are not stupid and their borders are closed, and, yes, they like getting our money to support whatever that they have left in the pot for the rest of Mexicans. At the time I lived there, there were rich communities but never gated communities because they have made most Mexicans peasants for so long, most think they cannot force a civil war, unlike us! They have what is considered the best Constitution in the world, but like here don’t follow it because then the honeypots would disappear (which is why Trump is hated and the GOP is now into voter cheating to keep him from being the nominee). Cutting off remittances will not maintain the lifestyle of the rich there and so they are against it. There is a huggge amount of money leaving our country for there. Stop it and we will use the money to build a very tall and well-armed wall. It really is that simple. Need to close the Northern border as well. No emigration for years to bring America back to being great with returning businesses (or those businesses that choose to be outside our soil paying export taxes to us for any products they want to sell here, i.e., GE, Ford, etc.), and people have their jobs again instead of living in cars or homeless jungles, and begging for good to survive, etc., etc. We really need a leader and that is Trump who gets things done, while no politician has those skills and take on the almighty donor dollar betraying their oaths and promises to us and America. The U.S. Treasury is getting “screwed” every day with these daily “cash money transfer’ deals.

Assuming Trump can get elected, unless he’s planning on issuing illegal executive orders like Old Bummer does, he’ll first have to get Congress to pass a law to implement whatever plan he has in mind to make Mexico pay for the wall. I doubt he has the backing in Congress to do that.
Then, if the plan is to stop the remittances, those who send the money will just find another way to send it.
In addition, the wall will only be effective against certain kinds of illegal immigrants. About 40% of illegal immigrants are people who came on a valid visa but didn’t leave when the visa expired. Unless Trump is planning on some kind of amnesty, we’ll need something like mandatory e-Verify to prevent them from finding work, and laws that deny drivers licenses and welfare, food stamps, and other social services to illegal immigrants so they will go home.
Of course, since most illegal immigrants will go home if they can’t get work or welfare, there will be far fewer remittances going to Mexico, which makes cutting off remittances pretty much a hollow threat.

A lot of illegals are captured in America, whether simply for illegal immigration or due to the multiple crimes they often commit here, many of them violent.
i think what could bring the price of the wall down significantly would be to use prison labor, specifically the illegals – pay them NOTHING for doing that, then when the wall’s done, dump them on the Mexican side of the border. They can have a choice in re: working on the wall: sweat in the heat, sweat in the cold, or do neither in solitary confinement ’til they have a change of mind(or serve out the remainder of their sentence).
Might could solve problems permanently by the old “shot while trying to escape” routine, too.
As to tunnels, lots of Vietnam vets have long experience with ‘sappers,’ those whose job it was to dig tunnels under enemy positions, then bring in explosives and later, detonate them. Hire these guys, and/or give them training in the latest tunnel-detection systems and turn ’em loose. As noted earlier, Israel has LOTS of experience with this, and not too long ago, detected and stopped a Palestinian plan to blow up lots of schuls, synagogues, and other places in Israel prior to the unleashing of an alleged invasion.
Some of you may already be aware of the “Battle of Petersburg,” Virginia, during the War for State’s Rights; Union sappers dug under the walls around the city, blew up a huge section, then stormed the city soon after and won the day against the stunned survivors.
