After former Vice President Kamala Harris suffered a humiliating landslide defeat last November, Democratic pollsters have twisted their brains into a pretzel trying to figure out how to win voters over in 2028, and they’ve finally come up with an answer—they’re not.
They’re going to overrule you instead.
They want to change every institution in American life—perhaps by rewriting the Constitution, perhaps by simply ignoring it.
Democratic Party theorists, politicians, and influential policy organs have called for a “constitutional revolution” in the United States, where Democrats just “make dramatic changes to the political system, with just as much right as the (American) founders (like Washington and Jefferson) did.”
That would be fine, because “’the will of the people’ is a real thing.”
That insight comes from an August 14 article in The New York Times titled “Abolish the Senate. End the Electoral College. Pack the Court.” The author tries to explain “why the left can’t win without a new Constitution.”
“What the country needs isn’t just a new policy agenda; it might need the kind of constitutional revolution,” instructed the Times article.
The article is the transcript of the “Interesting Times” podcast, hosted by Ross Douthat.
“Radical ideas and radical critiques from the left might end up being very influential in Democratic Party politics going forward,” said Douthat.
Douthat interviews the author of the new book, The Right of the People: Democracy and the Case for a New American Founding, Osita Nwanevu. Nwanevu is a contributing editor at one of the Democratic Party establishment’s favorite websites, The New Republic, and a fellow at the Roosevelt Institute, funded by the Rockefeller Brothers Fund and other left-wing foundations. The institute tries to recruit college-aged activists by stoking left-wing fervor on campus—and it has had an campaign to “Rewrite the Rules” for years.
Nwanevu begins by admitting that, no matter what he or his left-wing allies say or do, Americans want no part of his socialist revolution.
“This country’s going to remain substantially conservative no matter how well I argue and how well people on the left argue,” he confessed.
He knows Americans want nothing to do with his agenda. He just thinks Democrats should overturn the system anyway.
He insists radical left-wingers should look at themselves as the authors of a brand new America, just as the Founding Fathers did—and give themselves all the power they need to change this country forever.
“We should consider ourselves empowered — with all we know now about governance, with the values we have now — to make dramatic changes to the political system, with just as much right as the founders did,” he told Douthat.
The writer explained that it would be fine for liberals to tear up the Constitution and replace it with their own wish list of far-Left policies — even if the American people hate everything the Democratic Party stands for — because “I don’t think ‘the will of the people’ is a real thing.”
Douthat asked him to describe “the new Constitution that you think the United States should have.”
Nwanevu listed a few major overhauls to the United States.
First, since “there is an ideological imbalance” in the country—that is, Americans like Republicans and despise liberals—Democrats just have to begin “adding new states to the Senate.”
Puerto Rico and Washington, D.C., are “without full representation in Congress”—since they’re not really states—but he would change that and add new Democratic representatives to both houses of Congress.
Democracy, Nwanevu lectured, means that citizens have total “political equality,” but isn’t the Senate the model of “political equality,” where small states have the same power as big states?
Douthat also raised the possibility of court-packing.
Finally, Nwanevu said, Democrats have to replace the Electoral College and “move to a national popular vote by interstate compact, without needing a constitutional amendment.”
But since Donald Trump won the popular vote in 2024, that wouldn’t have changed anything. Still, the move to overthrow the Constitution and all its institutions has been underway for years.
None of that comes as news to readers of The Horn.

And last October The Horn reported that then-Democratic vice presidential candidate Tim Walz told California Governor Gavin Newsom, “I think all of us know the Electoral College needs to go. We need, we need national popular vote.”
We told you last April about the blue state insane moves to rig the election by adopting the National Popular Vote Interstate Compact—a desperate plan of the Democratic Left to overthrow the Electoral College and replace it with a national popular vote… all without amending the Constitution or asking American voters’ permission.
And The Horn reported before the 2020 election about efforts from Democratic Sen. Ed Markey of Massachusetts to pack the Supreme Court—efforts that only picked up once Joe Biden got elected.
One year later, The Horn reported on a lawsuit that Beltway lawyers filed to give Washington, D.C., three seats in Congress.
“Forget court-packing. This new tactic is Congress packing,” I wrote in October 2021.
It would be one thing if Nwanevu’s ideas were stuck in the pages of The New York Times but, as The Horn, has proven, they are repeated by the most influential Democratic politicians in America.
Most recently, Robert Francis “Beto” O’Rourke doubled down on trashing American systems to assure Democratic power.
“F**k the rules. We are gonna win whatever it takes!” Beto screamed. “We want California and New Jersey and Illinois and Maryland and every other state where the Democrats hold the governor’s mansion, the assembly, and the Senate to redraw their congressional districts now…to maximize Democratic Party advantage.”
“We have to be absolutely ruthless about getting back in power,” O’Rourke told CNN’s Jake Tapper a few weeks earlier.
